- FMCSA ELDT and the Training Provider Registry (TPR), the federal baseline that applies to everyone who provides entry-level CDL training, and
- Maryland MVA drivers'-school and driving-instructor licensing under COMAR 11.23.01, which applies to schools and instructors that charge a fee. Public institutions that offer training as part of the normal school day at no charge, and free employer in-house programs, generally fall outside that state licensing layer, while the federal ELDT and TPR layer still applies to them.
