What it takes to stay compliant in Virginia.
- FMCSA ELDT and the Training Provider Registry (TPR) set the federal baseline for entry-level drivers. Every provider self-certifies its curriculum and lists on the registry, and a Virginia school cannot put a trainee through the skills test until a TPR completion record is on file under 49 C.F.R. Part 380.
- Virginia DMV Class A driver training school licensing governs any business that charges a fee to deliver CDL training. Schools are licensed, bonded, and inspected under Chapter 17 of Title 46.2 (§§ 46.2-1701 and 46.2-1708) and 24VAC20-121, must hold a TPR number before training, and must deliver the state's minimum 120-hour course (40 classroom and 80 in-vehicle).
- Virginia DMV instructor licensing covers the theory and behind-the-wheel instructors who teach the course. Each instructor is licensed under 24VAC20-121-180, holds a valid nonrestricted interstate CDL with matching classes and endorsements, and is filed with the employing school, with DMV authorized to impose a civil penalty up to $1,000 under § 46.2-1705 for violations.
