What it takes to stay compliant in Iowa.

If you operate a CDL training program in Iowa, whether you are a CDL school, a community college, a government agency, or a private carrier training your own drivers, compliance is not just about training well. It is about being able to prove you trained correctly, using the right standards, and producing the right records fast when you are audited.


In Iowa, that means understanding two layers of rules:

  • FMCSA ELDT + Training Provider Registry (TPR), the federal baseline for entry-level drivers. This layer applies to everyone, and Iowa Code section 321.188 makes ELDT completion a precondition to the CDL tests the Iowa DOT administers.
  • Iowa postsecondary school authorization under Iowa Code chapter 261B and Iowa Code sections 714.18 through 714.25, administered by the Bureau of Iowa College Aid at the Iowa Department of Education. This layer reaches licensed, private, tuition-charging schools. Community colleges, Regent universities and school districts are excepted, and so are employer programs that charge no fee to the driver or to anyone paying on the driver's behalf. The Iowa DOT does not license CDL training schools or certify CDL instructors. The two layers are tied together by federal rule: staying on the TPR requires a provider to be authorized to train under the laws of any state where it trains in person.
