If you operate a CDL training program in Florida — whether you're a commercial truck driving school, a state or community college, a government agency, or a private carrier training your own drivers — compliance isn't just about training well. In Florida, that means understanding three layers of rules:
- FMCSA ELDT + Training Provider Registry (TPR) — the federal baseline for entry-level drivers,
- Commission for Independent Education (CIE) licensure — commercial truck driving schools in Florida are licensed by the CIE under Chapter 1005, F.S., including licensure standards, fair consumer practice rules, and student record requirements under Rule 6E, F.A.C., and
- FLHSMV instructor certification and state-specific rules — truck driving school instructors and agents must be certified by FLHSMV under §488.04, F.S. and Rule 15A-11, F.A.C., training vehicles require school vehicle identification certificates under §488.05, F.S., and exemptions under §1005.06, F.S. determine which state requirements apply to public institutions and in-house programs.
