Florida CDL Training: What it takes to stay compliant.
If you operate a CDL training program in Florida, whether you're a CDL school, a public college, a government agency, or a private carrier training your own drivers, compliance isn't just about training well. It's about being able to prove you trained correctly under more than one authority.
In Florida, a dual-agency state, that means three layers of rules:
- FMCSA ELDT + Training Provider Registry (TPR), the federal baseline for entry-level drivers, where each completion is reported before the state can give the skills test,
- Commission for Independent Education (CIE) school licensure under Chapter 1005, F.S., which licenses the school itself (not the motor vehicle agency), and
- FLHSMV instructor and agent certification under Chapter 488, F.S. and Rule 15A-11, F.A.C., plus program-type exemptions under §1005.06, F.S. that decide which rules apply to your program.
